The Delegation Economy: Five Levels of Agent Autonomy in Commerce

We are moving from a search economy to a delegation economy. The change is not binary. It follows a spectrum where AI agents take on progressively more responsibility, from simple assistance to fully autonomous transaction execution.
Understanding where your business sits on this spectrum determines which AEO investments matter most right now.
Level 0: Human only#
The buyer does everything. Visits a physical store, talks to a sales representative, evaluates options, and completes the purchase with no AI involvement. This still accounts for the majority of high-touch transactions: luxury goods consulting, complex B2B negotiations, and relationship-driven professional services.
AEO relevance at this level: none. Traditional sales and marketing apply.
Level 1: AI assisted#
AI helps the human make better decisions but does not act independently. The buyer asks ChatGPT “which laptop is best for video editing under 1,500 euros,” receives a recommendation, then visits the store and buys it themselves.
At this level, the AI is a research tool. It reads and summarizes but does not touch the transaction. Answer Engine Optimization (GEO) matters here because being cited in the AI answer drives the buyer to your store.
AEO relevance: moderate. Focus on the read layer. Structured content, schema markup, and answer-first formatting ensure your products appear in AI recommendations.
Level 2: Semi-autonomous#
The agent takes over research, comparison, and cart assembly. It checks specifications, compares prices across vendors, validates compatibility, and presents a ready-to-purchase option. But before the final checkout, it asks: “Should I buy this?”
The human retains veto power. The agent does the work. This is where most consumer-facing agentic commerce operates in early 2026. Shopping agents that build comparison tables and recommend products but wait for human confirmation before purchasing.
AEO relevance: high. Your product data must be structured enough for the agent to evaluate it accurately. The execution layer becomes important because the agent is not just reading your content. It is comparing your structured data against competitors.
Level 3: Agent-mediated#
The agent handles the full workflow including checkout, operating within pre-defined constraints. The human sets parameters (“buy the best option under 200 euros with free returns”) and the agent executes autonomously within those boundaries.
The distinction from Level 2: the agent does not ask permission before buying. It verifies that the purchase falls within the authorized parameters and completes the transaction. If the parameters are violated (price exceeds budget, return policy does not meet requirements), the agent either adjusts or escalates.
AEO relevance: very high. Your entire transaction infrastructure must be agent-compatible. UCP Capability Declarations, deterministic checkout endpoints, real-time inventory, and machine-readable policies are all required. The agent will not attempt a purchase through a system it cannot verify.
Level 4: Fully autonomous#
The agent monitors conditions and initiates transactions proactively without any human trigger. It watches for price drops on a wishlist item, detects when a subscription is about to expire and auto-renews at the best available rate, or reorders supplies when inventory falls below a threshold.
At this level, the agent operates as a permanent delegate with standing authority to act within defined domains. The human sets the rules once and intervenes only when exceptions occur.
AEO relevance: maximum. Your systems must support continuous monitoring queries, proactive notifications through webhooks or subscriptions, and completely deterministic transaction flows. Errors at this level have real consequences because no human is reviewing the action before it executes.

Most consumer-facing agentic commerce operates at Level 1 to 2. Shopping agents recommend products and build comparison tables but usually defer to human confirmation for the actual purchase.
B2B procurement is moving faster toward Level 3. Enterprise agents that evaluate vendors, model total cost of ownership, and trigger purchase orders within approved budgets are already in production at several large organizations.
Level 4 is operational in narrow domains: automated supply reordering, subscription management, and algorithmic trading. Broad consumer adoption of Level 4 is likely 2027 to 2028.

The customer journey compression effect#
Each level compresses the buyer journey. At Level 1, the AI saves the human 30 minutes of research. At Level 2, it saves hours of comparison shopping. At Level 3, it compresses the entire purchase process to seconds. At Level 4, the journey disappears entirely because the agent acts before the human even recognizes the need.
For brands, this means the moment of decision shifts. At Level 0, you compete for attention in a store. At Level 4, you compete for inclusion in an agent’s authorized vendor list. The nature of marketing changes at each level.

How do I know which level my customers use? Monitor agent traffic in your server logs. Agents that only read product pages are Level 1 to 2. Agents that call pricing endpoints and check availability are Level 2 to 3. Agents that complete transactions are Level 3 to 4.
